1. Where did you get it?

Where else but the Internet. It stated that it was retired Government surveillance van.

What else would you do with a "Spy Van", I take it to car shows and show it off.

3. Is it operational?

YES!! It had been decommisioned by the government. They removed some equipment, cut many of the wires, and damaged part of the operations desk. I'm a EE so no problem re-connecting all the wiring. The damaged paneling of the desk I replaced with plywood covered in automotive carpeting (black) and it looks great. As far as missing equipment, I went out and bought new equipment. Cameras, radios, antennas, etc. have been getting better and cheaper over the years since this was built so some of the replacement stuff has more capabilities than the original equipment.

4. Was it hard to register?

All my vehicles have a story attached to them about dealing with the BMV (Bureau of Motor Vehicles). I have heard all kinds of horror stories of people dealing with BMV but they have allways been very patient and helpful whenever I have dealt with them. Maybe because I drive the stranger vehicles to the branch to let them see them (and to verify the VIN number). They know me by sight and I know their names, that's a sure sign I have too many vehicles!
This time the person at the counter wanted to know what state it was from. The federal government doesn't have a state on their titles, they're the Federal Government. We went back and forth on this for a while untill a supervisor came over and assured the counter person that it was OK not to have a state on a Government title. The Title refers to this transfer being the first transfer to non-government use.
